OK this is a newbie question. Hopefully not one seen 10,000 times already.

In a year's time I'll be seeking a new job and I really don't care where I find this job as long as it relates to what I want to do. I'd prefer to stay in the US but wouldn't even rule out a different country, particularly if it is France or Spain, since I can speak a smattering of both languages already.

So I am not sure where I should set my distance parameters ...

If I do the entire country, it seems I only get matches outside my state. If I narrow it down, I get only matches w/in my state but none outside it.

There doesn't seem to be a happy medium?

Sure; just change your settings periodically. Go for a week with them set locally, and then open them up for a period of time. Repeat.

One thing that you have to remember is that in order to be matched to someone it is important that their settings would match your own. As an example even though you maybe willing to do a LDR and travel from Misery to Orlando to date me, my settings are set to 30 miles and I am not willing to relocate. Therefore we would not be matched because you don't meet my distance requirements.

Also make sure that your Willing to Relocate settings are set to yes.

You might also try changing you setting to somewhat local (maybe 100 miles or something) with a low importance rating for distance. I'm not certain, but I'd think that would weight things towards local matches while allowing lots of other matches to come in too.

So all these matches I'm getting have their distance parameters that far flung as well?

Interesting ...

Especially considering the number that close due to distance ...

The problem is that you can't be very precise in your selections. Even locally I have that problem. I can set my preferred distance to be 30 miles or less (sometimes I'll kick it up to 60 miles, but the issue is the same), but some areas at the extremes of that distance might take less than 30 minutes to drive, whereas others might take an hour (or more) depending on the types of roads and traffic patterns involved in getting there.

As another example, someone from Canada might select the US as a possibility, but actually only be interested in matches from the US states within a certain distance from where they are in Canada (e.g., northwestern states if they are in Vancouver). There is currently no way to indicate those kinds of preferences in one's profile settings...

(I don't see a "willing to relocate" setting either; perhaps that's a different website?)

I think there's a "willing to relocate" question or setting when you're answering the questions or on your profile> I know I've seen it before here on eHarmony.
